在大湄公河次区域经济合作的背景下，一批云南企业积极利用区域和自身的优势从事跨国经营，创造了较好的社会和经济效益。其中，云南国际经济技术合作公司与老挝合资兴建的老挝水泥有限公司获得多项荣誉：国家商务部在全国推广学习的外经项目样板工程、老挝政府开展国际合作样板工程、中国进出口银行支持国际贷款项目样板工程、云南人民政府实施“走出去”战略样板工程。 本论文结合现代企业管理理念、分析模型、方法，共分七章，主要分析了以下问题： (1)运用PEST、SWOT和波特五力模型从多个角度对水泥项目投入前的可行性进行了充分的分析研究。最终得出互补性结论：在老挝投资安全，水泥市场有巨大商机，应迅速行动采取发展战略，尽快建成水泥厂。 (2)在老挝水泥有限公司生产经营中，运用4P理论对其产品、价格、地点、促销等因素进行了深入分析，并着重分析了其发展战略和与当地建立紧密合作伙伴关系的措施。这些措施十分具有实际可操作性和借鉴性。 (3)在跨文化融合方面，对老挝水泥有限公司的跨文化融合过程进行了深入的分析，从跨文化理解入手，强调尊重文化差异，达到跨文化的有效沟通，再进一步形成跨文化的融合。文中结合具体事例，深入地阐述跨文化融合对跨国经营的必要性和重要意义。 (4)本论文着重实证分析了老挝水泥有限公司淡化合资概念、高举老挝民族旗帜、创立老挝民族品牌的策略，并详细阐述了该策略的实施过程与实施方法以及该项策略给企业带来的良好的发展前景。 (5)本论文的结论部分，总结得出了老挝水泥有限公司获得成功的关键因素以及该项目对云南省跨国经营者的启示。 本论文在研究过程中始终坚持研究成果的实用性与先进性。坚持了理论联系实际的研究方法，较好地运用PEST、SWOT、波特行业五力分析模型从多角度对该项目的可行性进行分析，并得出互补的一致性结论。从老挝水泥有限公司别具特色的跨国文化融合、老挝民族品牌建设方面入手，进行深入分析，揭示了其对于企业正常运作的巨大作用。 本论文的研究成果具有重要的现实意义，能向云南省企业的跨国经营活动提供十分有益的参考与借鉴。
On the background of Greater Mekong Subregional (GMS) economic cooperation, Yunnan enterprises have already achieved remarkable social and economic benefits by positively utilizing their advantages. China Yunnan Corporation for International Techno-Economic Cooperation (CYC), one of the most outstanding corporations in the international cooperation activities, acquired a bunch of honors for one of its joint venture enterprises-Lao Cement Company Ltd. (Lao-China Joint Venture) (LCC). The honors include The Template Project of International Cooperation Affairs For State Extent awarded by Ministry of Commerce of the PRC. The Template Project of International Supporting Loan Projects awarded by The Export-Import Bank of China. The Template Project of "Going Global" Strategy awarded by Yunnan government.Integrated with contemporaneous management theory, analysis models and methods, the writer makes a deep research since the prophase of the project, and makes out revealings to the "Going Global" corporations. The paper makes an emphasis analysis on the following points:(1) Exercise the PEST, SWOT and Porter 5 Force Analysis Model, and makes an abundant research and analysis. The conclusions are mutual complemented by viewing from different view of points. We can make out the conclusion that: the Laos" investment environment are safe; the cement market are of full chances; we should adopt developing strategy to launch the LCC project.(2) 4P theory is implemented in the analysis of operational management. The paper makes an emphasis analysis on developing strategies and the measures of how to build a compact cooperative relation with local government. These measures are of practical maneuverability and reference use.(3) The paper makes an in-depth research for the cross-cultural fusion. It starts with cross — cultural understanding, emphasize respecting the culture differences, to achieve the effective cross-cultural communication, and further to achieve the cross-cultural fusion. Integrate with practice, the paper makes an in-depth expatiate on the importance and necessity of cross-cultural fusion.(4) The paper makes a close research on the brand strategy of LCC. During the operational period, LCC weaken the concept of joint venture intentionally, highly hold the Laos national flag, build the Laos national brand. This strategy shows itself with vigorous life, and will definitely bring LCC a brighter future.(5) In the conclusion chapter, the paper makes an all-around thoroughly summary, reveals the key success factors of LCC and give out the tips to the companies who are going international.During the whole research, the writer integrates theories with practice, emphasize on the conclusion" s practicality and advancement. The paper" s outcome has practical significance, can provide helpful references on transnational operation to the corporations of Yunnan province.
